Current Work Plan

Category 1: Town Services

Status: On Track 

Goals:  1) Focus on greater efficiency in Planning and Building Departments by exploring options for increasing hours at the public counter, 2) Focus on customer options and greater efficiency in Planning and Building Departments by options for expedited services. 3) Create consistent standards for Council reports, recommendations and presentations with the goals of creating clarity and transparency. Presentation guidelines provided to outside groups and Town committees. 4) Review externality of parking impact related to Accessory Dwelling Units (ADUs). 5) Creation of a framework for Council to receive consistent updates of all Capital Improvement Projects (CIP). 6) Develop effective and sustainable maintenance of Town parks and other public spaces.

Main Street

We will achieve our priorities by focusing on these core objectives:

  • Communicate counter hours, digital counter, appointments
  •  Studying and analyzing Accessory Dwelling Unit applications
  • Visual representation of CIP projects/funding

Category 2: Organizational Success

Status: Pending

Goals: 

1)Update and implement Record Retention Policies. 2) Develop and distribute Employee Informational Handbook 3) Update Town telephone system, 4) Explore opportunities to foster and support employee wellness.

We will achieve our priorities by focusing on these core objectives:

  • Update our record retention policies.
  • Review current employee handbook and make modifications based on updated personnel policies
  • Review current phone system contract and compare with other providers
  • Conduct an employee survey regarding wellness programs in the workplace

Category 3: Infrastructure

Status: On Track 

Goals: 

1)Street paving/rehabilitation, 2) Flood Control and Bridge Projects, 3) Medians, 4) Building General Maintenance, 5) Building Department Code Changes and structural safety

Tractor

We will achieve our priorities by focusing on these core objectives:

  • The construction has started for Red Hill Median project in Fall 2019 and is scheduled to be completed by the end of January 2020.
  • To address flood control issues in and around downtown San Anselmo, Building Bridge 2 project construction is scheduled for 2020.
  • Bolinas Avenue storm drain project in conjunction with the Town of Ross is scheduled to be completed by the end of 2019.
  • To address bridge infrastructure, Madrone and Nokomis bridges are scheduled to be replaced with construction starting 2022. The Town is also working on a Bridge Preventive Maintenance Plan (BPMP).
  • Our Building department is working on bringing the 2019 Building Code to the Town Council by the end of 2019.

Category 4: Fiscal Sustainability

Status: In-Progress

Goals:

  • Explore opportunities to address structural deficit in General Fund Budget
  • Exercise effective and proactive government. Identify priorities, develop policy, find funding

Category 5: Culture Community and Fun

Status: On Track  

Goals: 

1)Considering the aging population in all aspects of Town services and projects,  2) Cultivate Age-Friendly San Anselmo, 3) Consider aging population in town events and services, 4) Add Roku and Chromecast Media Players to the library’s circulating, 5) Expand Children's book collection, 6) Improve technology access within the library, 7) Programs that tie-in with Technology Grant, 8) Facilitate making substantial improvements to Town parks, 9) Create volunteer opportunities for residents to get involved in Town activities, 10) Upgrade and improve the facilities located at the Isabel Cook Community Center, 11) Expand Connections to Youth and Teen Services, 12) Develop and coordinate a funding plan for implementation of the Memorial Park Master Plan, 13) Begin the Memorial Park Restoration Project.

Cultural COmmunity Fun

We will achieve our priorities by focusing on these core objectives:

  • Roku Added to Library's collection
  • New childrens books added every month to Library's collection
  • Memorial tax to be on ballot
  • Creek Park funded as of 2019
  • Improve facilities at the ICC

Category 6: General Plan

Status: In Progress

Goals: 

1)To be prepared for state laws that require the Town to approve housing development projects with no discretionary review, develop objective design and development standards for multifamily development, including view protection standards, 2) Inclusionary Housing Ordinance/In lieu fee, 3) Update Land Use table, 4) Clarify rules for demolition/design review and nonconforming structures, 5) Launch project to engage community in revision of the General Plan

We will achieve our priorities by focusing on these core objectives:

  • The Town Council has set aside General Plan funds in the upcoming budget cycles.
  • The Town is partnering with Marin County on developing Multi-Family Design Standards using SB2 grant funds. This project will include inclusionary housing goals.
  • The Town Council has approved new Open Space zoning designations for publicly owned land.
  • The Planning Commission has had one meeting discussing demolition thresholds and will continue the discussion late 2019 or early 2020.
