Flood Control and Cannabis Businesses on the March 10th Town Council Meeting AgendaThe next Town Council meeting will be on Tuesday, March 10 at 7 PM. Along with other topics, the following two items will be discussed:
Flood Control: Receive update from Marin County Flood Control and Water Conservation District on the San Anselmo Flood Risk Reduction Project.
Cannabis Businesses: The Council will hold a Public hearing on a draft resolution that would amend the Town of San Anselmo General Plan to prohibit cannabis business uses in the Town and introduce by title only and waive first reading of “An Ordinance of the Town Council of the Town of San Anselmo Amending Municipal Code Title 10 (Planning and Zoning) Chapter 3 (Zoning) Article 18 (Cannabis Regulations) to delete Section 10-3.1801(f) That Allows Cannabis Business Applicants to Apply to Amend Town Zoning Regulations.”

Marin County League of Women Voters 100th AnniversaryAt their February 25th meeting, the Town Council recognized the Marin County League of Women Voters for their 100 years of dedicated service to our community.

The Town of San Anselmo is monitoring and coordinating with the Marin County Health Department regarding COVID-19 (novel coronavirus). The novel coronavirus is a member of the same family of viruses that causes common colds. Treatment is similar to that for other viral infections. Marin County Public Health encourages everyone to emphasize good hygiene to reduce the risk of infection with a respiratory virus, including coronavirus. Thus, please incorporate the following practices:
- Wash your hands frequently and thoroughly with soap and hot water for at least 20 seconds
- When soap and hot water are not available, use an alcohol-based hand sanitizer
- Cover your cough or sneeze with the crook of your arm, not your hands
- Avoid touching your face
- Stay home from work or school if you are sick
- Get your flu shot to protect against flu
If you have recently returned from a country with ongoing coronavirus infections, monitor your health and contact your healthcare provider if you develop upper respiratory symptoms such as fever, cough or shortness of breath. Health experts agree that the measures taken have been effective in containing the coronavirus, but that if precautions are not taken, the coronavirus could spread to communities across the United States.You should prepare for the possibility disruption of day-to-day activities that an outbreak will cause.
THINGS YOU CAN DO INCLUDE: Ensure you have adequate supply of essential medicines Prepare a childcare plan if the childcare is not available (including school closures) Staying up to date with trusted resources (e.g., CDC) Have sufficient food in the event you have to stay home
Marin residents who have recently returned from areas with community transmission of coronavirus, such as Italy, are considered low risk and are not being asked to stay isolated at home. If a resident develops symptoms such as fever, cough or difficulty breathing, however, they should contact their healthcare provider, report their symptoms and travel history to such health care professionals.

Tax Rebate ProgramMUNICIPAL SERVICES, PENSION OVERRIDE AND LIBRARY PARCEL TAXES REBATE PROGRAM San Anselmo property owners with a financial hardship due to unemployment, a catastrophic emergency, or low income are invited to apply for a rebate of the Town’s Municipal Services (also called “General Purpose”), Pension Override and Library Parcel Taxes.
The rebate program defines low income as below $37,635 for a one-person household, $43,002 for a two-person household, $48,369 for a three-person household, and $53,736 for a four-person household. Rental property is not eligible to be considered for the rebate program. The Town of San Anselmo’s Tax Equity Board reviews the applications, which must be filed by Friday May 8, 2020. Community Meeting NoticeCommunities in Marin County want to ensure that design guidelines for multifamily housing developments maintain a high quality and will be context sensitive. An effort is underway to prepare Objective Design and Development Standards that will result in a toolkit of standards that, when adopted, will provide a clear review and approval process. This ensures that the design and aesthetics of developments address topics such as architectural style while accommodating current and future legislation requirements.

San Anselmo Flood Risk Reduction Program
Tuesday, March 10, 2020 at 7:00 p.m. Town Council to Receive Report on Flood Control Projects Monday, March 16, 2020 at 7:00 p.m. Planning Commission to consider approving a Conditional Use Permit to demolish the commercial buildings above the concrete deck at 634 to 636 San Anselmo Avenue, Assessor’s Parcel Numbers 006-102-28 and 006-102-29. The buildings were formerly occupied by a salon, optometrist, real estate office and restaurant. The art gallery structure is not proposed for demolition.The meetings will be held at the San Anselmo Town Council Chambers, 525 San Anselmo Avenue, San Anselmo, California. The demolition plan and meeting agenda are available for review in the Planning Department and at townofsananselmo.org under “Public Meeting Information.” To ensure the Commissioners have adequate time to consider written comments, we recommend submitting them to staff by 12:00 p.m. on the Thursday prior to the meeting to be included in the Planning Commission packet. However, the Planning Commission will accept comments through the public hearing. A staff report will be available on the Friday evening before the hearing.
Any action of the Planning Commission may be appealed to the Town Council by any person by filing an appeal with the Town Clerk within ten calendar days of the date of the decision. If you challenge the action of the Planning Commission in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing.

New Organic Waste Program for 2020Starting on January 1, 2020, residents of incorporated San Anselmo can opt to receive a second or third green waste cart as part of their basic bundled service package with Marin Sanitary Service. Customers who want the third green waste cart must make the request by December 31, 2020 to be able to have the third cart as part of their basic bundled service. After that date, customers will be entitled to two green waste carts as part of the bundled service, and will be able to rent additional carts (up to 4). In summary, customers who have secured up to three (3) total green waste carts before December 31, 2020, will keep this secured level of service at no additional cost until the customer terminates service with the Marin Sanitary Service. This change is part of the new program for the collection of organic waste (food and yard waste). Beginning in 2020, Marin Sanitary will no longer collect organic waste from customer-owned cans. You will be receiving more information from MSS and the Town throughout 2020 on this program change. It is important to note that these changes are for customers in the incorporated town of San Anselmo. This does not apply to customers who may have a San Anselmo address but reside in unincorporated Marin County, such as residents of Sleepy Hollow.
