Updated Public Health Order and New COVID-19 Resources Page
On March 16, the Public Health Officers of seven Bay Area jurisdictions, including Marin, issued a legal order directing residents to shelter-at-home for three weeks beginning March 17. The order limited activity, travel and business functions to only the most essential needs.
On March 31, 2020, Marin County Public Health updated the Shelter Order. The updated order extends though May 3, 2020 and includes many new requirements. The updated Public Health Order is in effect until May 3, 2020 until 11:59PM.
Social distancing requirements are mandatory under the new Shelter Order. Unless strict compliance is explicitly waived, everyone must comply with the social distancing requirements at all times. These requirements include maintaining six-foot social distancing between individuals who are not members of your household. There are some exceptions—like when social distancing is impossible or inadvisable. Scientific evidence shows social distancing is one of the most effective approaches to slow the transmission of communicable disease.

Town issues Two Local Emergency OrdersOn Friday, April 3rd, the Town Manager, serving in his role as the Director of Emergency Services, issued two Emergency Orders. One relates to suspension of all on-site resale inspections and allows for use of a revised resale inspection report, and the other is related to the use of Town Administrative Citation Process for Enforcement of State and County Emergency Orders Order No. 20-1Emergency Order Suspending Residential Resale Report InspectionsAs per the March 31st Shelter-in-Place Order, real estate brokers and related business types have been deemed essential but must adhere to specific guidelines, including virtual inspections. The following information is from the executive summary of updated Shelter Order: Added Essential Services include service providers that enable residential transactions, including real estate agents, escrow agents, notaries, and title companies. Residential viewings may only occur virtually, or if virtual viewing is impossible and the residence is unoccupied, by appointment with no more than two visitors from the same household and one person showing the unit.This order suspends on-site resale inspections and allows for use of a revised resale inspection report that can be completed without a physical, on-site inspection. Order No. 20-2Emergency Order Allowing for Use of Town Administrative Citation Process
for Enforcement of State and County Emergency Orders The second Emergency Order is related to providing support to enforcement efforts related to the Shelter-in-Place Order. The Central Marin Police Authority and the County's Health Department provide enforcement for the many provisions of the Order. By authorizing the use of the Town's existing Administrative Citation program, the Town is in the position of providing additional assistance, if needed, with enforcement of the County Shelter in Place Order, the State Shelter in Place Order and any other Orders issued by the County or State in association with the COVID-19 pandemic. Town staff members are available to assist with enforcement of the State and County Emergency Orders, but they need a tool to carry out their enforcement effort. Under California Government Code section 8634 and San Anselmo Municipal Code section 3-2.06, during a local emergency the Director of Emergency Services may promulgate orders and regulations necessary to provide for the protection of life and property. State law requires that any such orders and regulations must be in writing and shall be given widespread publicity and notice. The Municipal Code requires orders, rules and regulations issued by the Director of Emergency Services be confirmed at the earliest practicable time by the Town Council. The Town Council will confirm both of these Orders at the April 14 th Town Council meeting. |

New Face Mask Recommendations In response to new guidance from the California Department of Public Health, the Marin County Department of Health and Human Services (HHS) and Bay Area health officials are recommending that residents cover their nose and mouth when leaving home for essential travel, such as doctor appointments, grocery shopping or pharmacy visits. Face covering should be worn anytime a person is outside of their home, even in offices of essential businesses. Face coverings should be washed after each use with detergent and hot water and dried on a hot cycle.
Resident face coverings do not have to be hospital grade but need to cover the nose and mouth. Home-sewn fabric coverings, bandanas, a “DIY” mask from an old t-shirt and neck gaiters are examples of acceptable face coverings, especially because they can be washed and worn again.

Providing Resources and a Volunteer Program During the EmergencyAre you a Senior over 65 or unable to leave your home due to quarantine, illness or other reasons? We want to ensure that all our community members are safe and have what they need. If you need help or a call, CLICK HEREVolunteers of ALL ages are wanted now to help connect the community and assist those in need. All volunteer opportunities will be low contact, or no contact tasks including our Check-in and Chat program and online programming leadership. In the coming days, we hope to have an essential errand volunteer program for those who are unable to leave their homes. CLICK HERE if you would like to volunteer and assist our community.This coming week, volunteers are needed to distribute information to every residence in San Anselmo and deliver program information via a door hangar.The Task Force is also looking for volunteers of ALL ages to help the community and those in need.
Some of the other volunteer efforts we hope to put in place over the course of the next few weeks are: - Leading activities or programs by video or phone (Chair Yoga, Tai Chi, Meditation, Art, Online Book Group, Morning Coffee Chats
- Walking a neighbor’s dog
- Phone call wellness check-ins
- Grocery/Pharmacy pick-up and delivery
All Town of San Anselmo public facilities are currently closed until at least May 3rd.in accordance with the Marin County Shelter in Place mandate. However, the Town and Age Friendly task force know that everyone, and especially seniors, need help connecting to resources and adjusting to the new information coming out daily. By doing so they will receive regular volunteer welfare and check-in calls, and receive volunteer program assistance when possible.

In an effort to limit potential exposure and community spread of COVID-19 (novel coronavirus), the Town of San Anselmo has made the difficult decision to close all indoor public facilities and provide as many services as possible online, by email and by phone.
The Town continues to work closely with our partners at the County of Marin's Health & Human Services Department and the California Department of Public Health and will provide ongoing information via the Town's website and by email communications.
Departmental Operations:
Recreation Department: All events, activities, programs, and meetings have been cancelled or postponed and all indoor recreation facilities will be closed during this time. The Recreation Offices will be closed to walk-in service but will be available for online, email and phone service.
