Guidance for Safer Halloween and Dia de los Muertos Celebrations during the COVID-19 Pandemic The County of Marin's Public health Department has issued guidance for enjoying upcoming fall celebrations safely. This guidance outlines safer ways to celebrate Halloween and Dia de los Muertos during the ongoing COVID-19 pandemic.
The COVID-19 virus continues to circulate in communities within Marin County causing severe illness, hospitalizations and deaths among our residents. Individuals can spread COVID-19 even without symptoms. While the primary means of spread involves droplets created by coughing, sneezing and talking, aerosols caused by normal breathing and virus particles on hard surfaces can also spread COVID-19.
This ongoing risk requires everyone to follow necessary precautions. Reducing close contact with individuals outside your household, wearing masks, practicing hand hygiene, and staying home when not feeling well are all important measures to slow the spread Many traditional holiday activities promote congregating and mixing of households, which increase the risk of transmitting COVID-19. For this reason, Marin County Public Health recommends that you choose a safer alternative way to celebrate Halloween and Dia de los Muertos and strongly discourages trick-or-treating. It is important to plan early and identify safer options.

PG&E's Portable Battery Program
PG&E’s Portable Battery Program (PBP) provides no-cost backup portable batteries for eligible income-qualified[1] customers who live in high fire-threat districts[2] (HFTD) and are enrolled in the Medical Baseline program.
Eligibility requirements include a reliance on medical equipment that operates on electricity to sustain life. Working in coordination with Community Based Organizations (CBOs), PG&E has identified approximately 10,500 customers who could qualify for this program. PG&E offers additional programs for customers not qualified for PG&E’s new Medical Baseline PBP. - The Disability Disaster Access and Resources Program, to support people with disabilities and older adults before, during, and after a PSPS event. The program enables qualified customers who use electrical medical devices to access backup portable batteries through a grant, lease-to-own or the FreedomTech low-interest financial loan program. Transportation resources, lodging and food options are also provided through an online application process to qualified customers. CFILC administers all aspects of the program.
- PG&E is a Program Administrator of the statewide Self-Generation Incentive Program (SGIP), which is providing ?nancial incentives for Medical Baseline customers installing new, qualifying equipment for storing energy for their homes. The SGIP Equity Resiliency incentive is designed to allow customers to install a home battery storage system at no cost to them.

PG&E Adds New Watch & Warning Notifications Pacific Gas & Electric Company (PG&E) has implemented new Watch & Warning notifications this year to provide customers with more notice of a public safety power shutoff.
Watch Alert
Whenever possible, an initial Watch notification will be sent two days in advance of a potential public safety power shutoff, followed by an additional Watch notification one day before the potential public safety power shutoff event, notifying customers of the possibility of a public safety power shutoff event in their area based on forecasted conditions.
Warning Alert
A public safety power shutoff Watch will be upgraded to a Warning when forecasted conditions show that a safety shutoff will be needed, and that it is going to happen soon. Whenever possible, Warning notifications will be sent approximately four to 12 hours in advance of the power being shutoff.
The Watch and Warning alert notifications are directly tied to weather, so things have the potential to change rapidly. PG&E will provide these notification to customers through automated calls, texts and emails.
Go HERE for more information.

A Note from the LibraryYou may have heard that changes are coming as Marin County eases restrictions on businesses and activities. Public libraries in Marin are currently working together through the MARINet consortium to establish protocols that will help protect the health and safety of library staff as well as our patrons as we move to a different level of service. These protocols, which will take several weeks to put into place, also need to be approved by Marin Recovers.
Services provided could include modified browsing, access to public computers, and picking up of holds, depending on the specific library, but will not include full access to services or extended time in the building. Stay tuned in the upcoming weeks for more specific information. In the meantime, curbside service will continue in the same manner.

Slow StreetsThe Slow Streets program is intended to support safe, essential physical activity by creating more space for social distancing in response to the COVID-19 pandemic. This program discourages residents and visitors from driving on all “Slow Streets” unless they are necessary to reach your final destination.
The Town of San Anselmo is responding to the increased demand for pedestrian street usage during COVID-19 pandemic by implementing a concept of "Slow Streets" throughout the Town where appropriate. Many cities around California and other states are adopting similar approaches, aimed at increasing the usability of the streets for pedestrians with social distancing in mind. There are many different approaches to this concept, many of which are aimed at reducing and slowing down vehicular traffic on neighborhood streets so that they are not used as shortcuts or detours. Additional information on the subject, as well as some examples of other cities' slow streets programs are below:

Reporting Shelter-in-Place ViolationsTo expedite the process for resolving business violations of the Shelter-in-Place (SIP) Public Health Orders, each jurisdiction has set-up a way to report these violations, instead of being triaged by the County. This will allow cities and towns to respond faster to the complaints.

Organic Waste Program for 2020Residents of incorporated San Anselmo can opt to receive a second or third green waste cart as part of their basic bundled service package with Marin Sanitary Service (MSS). Customers who want the third green waste cart must make the request by December 31, 2020 to be able to have the third cart as part of their basic bundled service. After that date, customers will be entitled to two green waste carts as part of the bundled service, and will be able to rent additional carts (up to 4).
In summary, customers who have secured up to three (3) total green waste carts before December 31, 2020, will keep this secured level of service at no additional cost until the customer terminates service with the Marin Sanitary Service. This change is part of the new program for the collection of organic waste (food and yard waste). Beginning in 2020, Marin Sanitary will no longer collect organic waste from customer-owned cans. You will be receiving more information from MSS and the Town throughout 2020 on this program change.
It is important to note that these changes are for customers in the incorporated town of San Anselmo. This does not apply to customers who may have a San Anselmo address but reside in unincorporated Marin County, such as residents of Sleepy Hollow. For additional information, click here.
