Town Council Meeting Agenda


At their meeting on Tuesday, October 23, the San Anselmo Town Council will consider the following items:

-Consider approval of minutes of October 9, 2018 meeting.

-Consider request of Jim Baum, Farm Stand operator, to operate the Farm Stand on the Town Hall Plaza next summer from May to October 2019, with the addition of allowing him to offer flowers and to consider renewing the three-year contract which expires at the end of the 2021 season.

-Consider approval of Special Event Application for the annual Holiday Lighting, to be held on Saturday December 1, 2018, 5:00 - 8:00 p.m. at Imagination Park and closing Magnolia Avenue between San Anselmo Avenue and Kientz Lane from 3 p.m. to 8 p.m. (Holiday Lighting)
 
-Receive informational presentation from attorney Tripp May, Telecom Law Firm, PC, regarding options for regulating small cell wireless facilities.
 
-Conduct public hearing to consider adopting “An Urgency Ordinance of the Town of San Anselmo Amending Title 10 ‘Planning and Zoning’ to Establish Maximum Residential Densities for Commercial Zoning Districts” by title only and waive further reading and to introduce “An Ordinance of the Town of San Anselmo Amending Title 10 ‘Planning and Zoning’ to Establish Maximum Residential Densities for Commercial Zoning Districts” by title only and waive further reading. The ordinances would set a residential density limit of 20 units per acre in commercial zoning districts.
 
-Conduct public hearing regarding request to amend conditions of approval for a grading permit approved on September 12, 2017 to excavate contaminated soil from the project site, which was once a dry cleaner business, for off-site disposal. 8 Bolinas/21 San Anselmo Avenue, Assessor’s Parcel No. 007-302-17, C-3 General Commercial Zoning and General Plan designation, Flood Zone AE (Special Flood Hazard Area), The Town Council prohibits grading between October 15 and April 15. The applicant is requesting that the Town Council allow grading between those dates for 2018.
 
-Discuss potential Municipal Code enforcement mechanisms, including potential administrative citation provisions.
 
-Receive the staff presentation regarding changes to the Town’s Social Host Accountability Ordinance and provide direction to staff.

The places children gravitate to for play come in many shapes and forms. An amazing “playground” can look like a wild-forested grove, a humble junkyard, or a million-dollar artistic sculpture. So what are the elements that make up a great playground design?

On Sunday, October 21st,the community is invited to visit the Restore Memorial Park booth at the picnic area adjacent to Millennium Playground to offer input and to help create a vision for what an updated playground could look like.

Joint Meeting of the Town Council and Planning Commission - Nov. 5th


The Town will be convening a joint meeting of the Town Council and Planning Commission on Monday, November 5th at 7pm to discuss the current processes in-place for making land-use decisions in San Anselmo. This meeting will include a review the residential, commercial, and public/shared space planning processes within the town, along with a discussion on how the existing rules and processes are working, and how they might be improved.

Tuesday, October 30th

5 PM, Downtown San Anselmo


Dress in your most boo-tiful Halloween costume and join us for some traditional small town fun. This event is for those 0-7 years old! Merchants and volunteers will be standing along San Anselmo Avenue between Woodland and Tamalpais to hand out goodies. At the downtown fire station there will be cookies and juice! This is a fun, town-wide trick or treating event!

These workshops are being provided free-of-charge to local businesses by the Town of San Anselmo's Economic Development Committee. They are funded in part through a cooperative agreement with the U.S. Small Business Administration. Boards and Commission Seats Available


Arts Commission – The Commission provides a structure to facilitate the creation of art in all disciplines in the community, promoting and exhibiting art and cultural works produced by Ross Valley artists, and promoting art education in the community and schools.  The Commission consists of eleven members, including one youth member, and meets on the second Monday of the month at 7:00 p.m. in the Council Chambers.  There are two seats available.  Persons from the Ross Valley are encouraged to apply.

Dog Park Steering Committee - The Committee provides input to the town regarding ongoing operation of the Red Hill Dog Park and to serve in an advisory capacity to the town regarding dog use issues at other town parks. The committee consists of seven community representatives, that serve a minimum of a two-year term. Members must have an interest in and commitment to the importance and value of Red Hill Dog Park and other authorized dog play areas in the Town of San Anselmo. There are two seats available.

Flood Committee – The charge of the Flood Committee is to serve as the Town’s expert representatives on flooding and storm water management issues, to become informed on the hydrologic conditions that affect flooding in San Anselmo, to evaluate possible solutions and to make recommendations to the Town Council.  Applicants are recruited from professionals in the fields of engineering, hydrology, flood control and other areas of expertise that relate to the control of storm water.  The committee consists of 5 members and meets on an as needed basis. There is one seat available.

Historical Commission – The Commission was created to preserve the history of San Anselmo by means of research and the collection and organization of information, photographs and artifacts concerning the Town’s development.  The Commission consists of eleven members, including one youth member and meets at 7:30 p.m. on the third Wednesdays of the month in the Historical Museum, located on the first floor of the Library.  There are three seats available.

Library Advisory Board – The Board is charged with considering, proposing and recommending guidelines with respect to programs and facilities to meet the library needs of the community, in conjunction with the Town Librarian.  The Board consists of seven members, including one youth member and meets on the fourth Thursday of every other month at 4:30 p.m. in the Library.  There is one seat available.

Open Space Committee – The Open Space Committee has the major responsibilities for the long-term planning of open space in and near San Anselmo, for the generation of community support and fund-raising to implement the plan.  The Committee consists of eleven members, including youth members, and meets on the third Wednesday at 7:30 p.m. in the Town Council Chambers. There are two seats available.

Fall Leaves

Please Help Keep Our Streets and Storm Drains Clean


Fall is definitely here, as evidenced by the amount of leaves falling off trees.  One heavy rainstorm is all it takes to get those leaves moving downward, so we’re seeing quite the mess on our streets right now. You may notice that many residents have taken it upon themselves to rake up the piles of leaves scattered in front of their homes.  Many thanks to all who have taken the time to rake up the leaves in gutter areas and place them in green cans.  This helps keep our storm drains running free during the winter rains.
 
San Anselmo contracts with Contract Sweeping Services to provide street sweeping services to the Town.  During the fall months, the street sweeper is working five days a week in San Anselmo. For this program, the Town is divided up into eight sections.  The downtown area is swept every Thursday and the remaining time is spent in the other sections of town on a rotating basis.  That means that each neighborhood gets swept during the fall about once every 7 or 8 days.  On that schedule, the sweeper just can’t get all the leaves that fall!  That’s why your help, if you are able, is so appreciated!

Movies in the Park

Movies in Creek Park 


The San Anselmo Chamber of Commerce operates the popular Movies in Creek Park event series on Saturday nights. The movies will run in Creek Park until October 27th (with the exception extreme weather conditions). Seating begins around 7pm, with a pre-movie slide show, announcements, trivia and nightly raffle.  Movies begin when it becomes dark enough and will generally run two hours. The films are generally acceptable for all audiences, but parental guidance and child supervision is always recommended. To view the list of films, CLICK HERE.

Film genres include Action, Animation, SciFi, Classics, Comedies and Feel-good Favorites. The 2018 season movies were selected from an exhaustive list of requests from members of the community, merchants and business owners, then cross-referenced and licensed by the Motion Picture Association for public viewing. Many "favorites" are not available due to licensing restrictions and "black-out" periods by motion picture studios.
